The next phase of the rebuild process is in two parts.
Phase II A – Pre-Construction Services - Includes lot-specific investigations (survey, soils, civil), full architectural/engineering construction documents, plan submittals and feedback, homeowner selections, and permit submittal.
Phase II B – Construction Services - This covers the actual building of your new home. Once plans are finalized and approved, a construction agreement will be provided with a firm lump sum price based on completed design, specifications, homeowner selections, and agency approvals. -
Phase II A pricing is a fixed price ranging from $83,850 to $85,294, depending on your House Type. The scope of Phase II A includes:
Geotechnical investigations/testing
Civil engineering and land surveying
Plan submittals for permits to various agencies
Structural and Mechanical engineering
Architectural and Landscape construction drawings incorporating engineering
Homeowner interior design and customization selections
Utility coordination
Responses to comments from approving agencies

Yes. Payment schedules are included in the agreement. These are based on project milestones such as survey completion, design delivery, and permit submittal. The entire Phase II A is expected to go through December 2025 and will be billed on the 15th of each month. The full payment schedule will be included in the contract document. Below is an example schedule for the Type D.

Your Current Estimate is based on your plan is provided with your Contract Document upon signing for Phase II A. The Current Estimate incorporates extensive time and effort, bids, current costs from active projects, and was assembled by professionals that do this work everyday for our own company investments. It is more than an estimate and we expect your final price to be very close. With that said, the Final Phase II A construction price will be provided prior to moving forward with Phase II B when we have:
Final plans and specs are complete with all of the design input from Phase II A, and homeowner option selections have been completed
All approvals and comments from the County/Public Works are received
Site-specific factors are assessed

No. The process is two phases only. The firm price and build contract are finalized at the start of Phase II B, following all investigations and approvals.

Yes. Finish levels, options, and upgrades will be discussed during the Phase II A process and included in your final Phase II B price.

No. These costs are already included in your Phase II A and Phase II B budgets unless stated otherwise.

Every lot is different. While we aim for consistency and fairness, lot-specific conditions and owner selections will affect final pricing.

Key factors include:
Site-specific conditions (soils studies, grading, utilities, retaining walls, condition of your lot/property). This is the largest unknown at this time. Our estimate represents a standard lot configuration, clean soils reports, and no major import or export of dirt. We need to have a licensed Geotechnical expert do the required testing and finalize the report to incorporate the necessary design criteria.
Plan modifications or changes resulting from final engineering. We’ve already incorporated preliminary engineering which we do not expect to fluctuate much.
Comments from the County/Public Works. Plans have been reviewed with code requirements in mind, but there is potential for comments and corrections. We do not expect such changes to be significant.
Material and labor cost fluctuations. We have put in escalations that we expect will hold through the end of the year subject to major market changes.
Estimates are based on preliminary specifications from CWa. You will meet with the interior design team to make further selections or changes. CWa will also have a “Signature” turn-key package. Additional design choices may incur extra costs, which the design team will discuss with you. Please note, there could also be design selections to lower your price.

This is under active discussion with LA County. We will provide updates as soon as these policies are confirmed. For now, we’ve included minor dollars which we anticipate will likely be needed for inspection services, which are typically not waived.
